Replace nextPosToSearchFrom with lowestPossiblyFreeChunk semantically, that allows to avoid searching free chunks though a full tier, when segment is tiered, again and again. Also, make chunk block reallocation in innerDefaultReplaceValue() and putValueDeletedEntry() check it doesn't overflow actualChunksPerSegmentTier

HCOLL-218 ReplicatedChronicleMapTest appears to use too much resources - I've looked at other tests as well and have attempted to ensure that close is called on every test, also prompting the GC to run after each test.
