load factor (0.66), to avoid tiering due to natural variance in segment
load. Account non-tiered segments percentile

leventov 2f58bfb399 Replace nextPosToSearchFrom with lowestPossiblyFreeChunk semantically, that allows to avoid searching free chunks though a full tier, when segment is tiered, again and again.
