Delegate timeout and log level to sslocal defaults

NG2 removes the user settings that overrode sslocal's connection timeout and log level, omits those values from its runtime document, and no longer injects RUST_LOG=warn or debug; an explicitly inherited RUST_LOG remains effective. Stale timeoutSeconds and verboseLogging preference keys are ignored on load and omitted by later saves, with no migration. This keeps these controls with the bundled sslocal version while internal application timeouts and the diagnostic log view remain independent; upstream default logs may include server addresses in the raw agent.log.
