Frank Denis 63065e55c8 Empty the states directory after a reboot 
After a shutdown we need to remove the previous checksum file, and maybe removing everything else wouldn't hurt either.

Perhaps the checksum file should also be removed after a network change.

Alter Step 9530c272a3 Find config differences to do less reloads 
This is not 100% fail proof , because the configuration can change and
come back to the original one during the server restart but at the end
of the day it's a better user experience.

Alter Step 579d08a422 It's fine if dnscrypt-proxy exit in any order (TCP first) 
Quit if start-dnscrypt-proxy fails. It cannot fail because there was
already a running dnscrypt-proxy because if would be killed.
