Fix #569 .
It could have worked without upgrading database by using an option called `bypass-china-only`. But I think we will get better readability this way.

It turns out that `onCreateView` gets called every time `setSummary` is invoked, and thus restoring texts for `TextView` is mandatory.

Fix an issue of NAT mode

If call notify() after startForeground() on the same notification id, the
service becomes not that "foreground" and would be killed by system if the
activity is removed from the recent list.
