Symeon Huang 5bf9f7e439 fflush stderr on Windows. 
unfortunately, Windows will buffer stderr if it's not executed in `cmd.exe`,
which will cause unpleasant buffered log output. adding fflush(stderr) will
solve this aged issue.

Linus Yang 21b9258d77 Add initial support for native win32 platform 
Should be built against MinGW, and please note that
only ss-local is ported due to lack win32 support of
libasyncns. And libev doesn't support IOCP but only
supports select
