Use startService calls instead of AIDL to start services
...
Because our data store is process-safe, we can remove the `use` function
entirely and move more components to :bg process.

Other changes included:
* Fix a bug where dirty flag is not set correctly when changing per-app
proxy settings;
* Old auto connect settings in SharedPreference is now ignored.
