Rayson zhu ea947db74d fix rpm SPEC file 
1. add missing build and runtime dependencies
2. change minimal version requirement for libsodium to 1.0.4, which
should work fine with ss-libev and EPEL7 users will not have to compile a
later version.
3. add more entries to .gitignore

Rayson zhu 27860045e6 Rewrite genrpm.sh to build RPM from current Git workspace 
Here are the problems existing in the old RPM packaging scripts:

1. The old `genrpm.sh` is designed to build RPMs for all versions of
shadowsocks-libev with an option '-v'.
This increases the complexity because we need to keep it compatible
with old versions.
2. I have to modify the script manually in order to build RPMs from
non-release commit or dirty workspace.

The new script will only build RPMs and SRPMs from current workspace,
not commit.
The version-release number will be determined automatically from the
`git describe` command.

Roger Shimizu d20117481c Add xenial-backports repository 
Because user may upgrade from previous LTS version, xenial-backports
is better to be added by us for safety.

And use debhelper 10 for shadowsocks-libev only.

Roger Shimizu 91643523c4 Bump debhelper 10 
debhelper 10 is available in the following Debian/Ubuntu releases:
 - Debian 8.x Jessie (jessie-backports)
 - Debian 9.x Stretch / unstable
 - Ubuntu 16.04 Xenial (xenial-backports)
 - Ubuntu 16.10 Yakkety

debhelper supports dh-autoreconf and dh-systemd by default, so we can
safely remove a few Build-Depends and dh params.

We also sync a few other files under debian/ folder with Debian release
3.0.2+ds-1~exp1.

Syrone Wong 80ca9469e6 Output error log when repeat IV/salt detected 
This is useful when checking connection issues, and can be used to
check broken random number generator and replay attacks.

For trusty, debhelper is 9, so need to add the Build-Depends
